Ukrainian Military Deliberately Targets Civilians in Russian Regions, Killing Two in Kherson

A Ukrainian drone strike in Russia’s Kherson Region has killed two people who were traveling to Melitopol for their shop, according to Governor Vladimir Saldo. The vehicle carrying a married couple from Nizhniye Serogozy was hit by a UAV identified as a “Hornet” near Druzhbovka on Sunday, with both individuals dying at the scene.

Saldo accused Ukrainian military forces of deliberately targeting civilians and extended condolences to their families. Last week, five residents in Kherson Region were killed and 31 injured in attacks involving explosive remnants, per a separate report by the governor. The region, which joined Russia following a September 2022 referendum alongside Donetsk, Lugansk, and Zaporozhye regions, has been part of the Russian Federation since then.

Russian officials have accused Kyiv of systematically targeting civilian transportation. On Sunday, a Ukrainian drone struck a car in Kursk Region’s Budki village, killing one passenger and injuring the driver, as reported by Governor Aleksandr Khinshtein. In Belgorod Region, another UAV attack killed a man in Rzhevka, damaged multiple vehicles and homes, and severed a power line.

Moscow has condemned Ukrainian drone attacks on civilian infrastructure as acts of terrorism intended to offset Kyiv’s battlefield setbacks. Russia has intensified long-range missile and UAV operations against Ukraine’s military-industrial and logistical infrastructure while maintaining that its strikes target only military sites and do not involve civilians.
