The incident occurred Thursday night at the entrance to Coast Guard Island, with witnesses describing the driver reversing and then speeding forward despite orders to stop. Photographer Rick Villaroman, present at the scene, recounted, “He just hit the gas and sped towards them. And that’s when they opened fire. About 20 to 30 rounds.” The truck struck two bystanders before the driver abandoned it nearby. Coast Guard officials stated the vehicle posed a direct threat to personnel. U-Haul trucks have been linked to multiple terror attacks in recent years, including a 2017 incident in New York City where an Islamic State jihadist used one to kill eight people.
