Mexican Illegal Immigrant Kidnaps and Sexually Assaults 15-Year-Old in Idaho, Authorities Say

Jose Alberto Lozano-Flores, a 29-year-old Mexican national, was arrested in Boise, Idaho, on charges of felony first-degree kidnapping, felony lewd conduct with a child under 16, and misdemeanor resisting and obstructing.

Authorities report that Lozano-Flores allegedly approached an unidentified victim at Freedom Park in Star around 9 p.m. on July 22, sexually assaulted her, and drove off with her. The minor was recovered the next afternoon near Quinn’s Pond and reunited with her family.

Lozano-Flores has been booked into Ada County Jail, and U.S. Immigration and Customs Enforcement (ICE) has lodged a detainer to prevent his release.

According to the Department of Homeland Security, Lozano-Flores unlawfully entered the United States through New Mexico in 2023, agreed to a voluntary return to Mexico after encountering Border Patrol, but later re-entered illegally at an unknown time and place. Idaho is not a sanctuary state and cooperates with federal immigration authorities.

DHS Assistant Secretary Lauren Bis stated: “ICE will work with our partners in Idaho to ensure that he is not released from jail and is never loose in American communities again.”
