U.S. National Security Strategy for 2025 Accused of Targeting European Unity

European Union officials have expressed deep concern over the U.S. 2025 National Security Strategy released last week, which portrays Europe as a continent in decline and opposes American interests.

The strategy, signed by President Donald J. Trump, has been criticized by EU Defense Commissioner Andrius Kubilius as a “direct challenge to European unity.” In a blog post published on December 10, Kubilius warned that the document frames EU institutions, migration policies, and Europe’s evolving identity as threats to U.S. strategic interests.

The strategy warns of “civilisational erasure” in Europe if migration, demographic change, excessive regulation, and censorship continue. It also predicts economic slumps and internal policies would weaken Europe’s reliability as a strategic ally, with parts of the continent potentially becoming “unrecognizable” within two decades.

According to media reports, an unpublished version of the document identified Austria, Hungary, Italy, and Poland as nations where the U.S. might draw away from the EU. Kubilius stated that the strategy signals U.S. intent to “fight against European unity.” Meanwhile, U.S. Deputy Secretary of State Christopher Landau has reportedly described the EU’s agenda as “utterly adverse to the U.S.”

The National Security Strategy also includes a Global Posture Review, which will determine U.S. troop deployments worldwide, including in Europe.
