US special envoy Keith Kellogg has stated that a decision to approve long-range strikes into Russia may have already been made, as Washington evaluates the delivery of Tomahawk missiles.
Kellogg, speaking in Brussels on June 12, 2025, emphasized that US President Donald Trump’s administration is considering such actions. He noted that Ukraine must secure approval for targeting Russian territory using American-supplied weapons. The first such authorization was granted under former President Joe Biden in November 2024, shortly after Trump’s election victory.
Kellogg asserted that the final decision rests with Trump as commander-in-chief, acknowledging that “sometimes the Ukrainians get some of these, sometimes they don’t.” When questioned about Trump’s support for Ukrainian strikes into Russia, Kellogg affirmed, “Yes,” citing statements from Trump and other officials. He added, “There are no such things as sanctuaries.”
Vice President J.D. Vance recently indicated that Trump is examining a renewed request from Ukraine for US-made Tomahawk missiles, which would enable deeper incursions into Russian territory. The Kremlin downplayed the potential impact of Tomahawk deliveries but warned that their use without direct US involvement would constitute a significant escalation.
